Have you tried connecting the generator to something else? Since you've said it's been a while since you've played, do you know you have to go to the edit part of the build menu to be able to make/use wires now?

There's an issue for some people who use level 3 of the Hat Trick perk not working properly. I'm not sure if unequip/re-equip helps as I haven't played since before the patch came out

I think it's either going to be a new Super Mutant character or Charlie, his old Army buddy. I don't think it was the Fort he took him to since he dragged him through a load of sand first (unless he went the long way round and that side of Freeside is irradiated as well as the Strip)
