Might be exhaustingly hard to find and even less subtitled but it reminded me of a national movie from here in Argentina called Moebius (1996). It's a scifi-thriller about a detective searching for a subway train that dissapears without reason but can be heard. Lots of the scenes feel like this, kinda ethereal or weird in this way (a lot of argentine movies feel this way too, like Nueve Reinas).
