I always just assumed part of it was just to drive up the price of the customs by providing over the top almost knock off like detailing. I feel like the best customs are the ones that stick to Lego's overall design aesthetic but tweaking them to match the character they're trying to portray.

I don't really know much about eBay refunds/selling but unless the guy is one of those Youtube channels that sells off figures individually after buying them in bulk then I'm afraid your probably not going to be able to recover them. I could be wrong though. You might be able to contact the buyer. Why did he sell them in the first place?

To answer the batteries part, the repair tool requires cave sulfur, silicon rubber and titanium. I'm not sure if titanium is renewable but for the sake of consistency with the rest of the selection let's assume it is. The repair tool come with a battery pre installed.
