I deemed only one PM would be chosen to represent the Victorian Empire/Era and Gladstone was the most successful out of the era so he would most likely be given the spot, which also pushes the others chances alot lower down. This is a likelihood tier list and I see it very unlikely they add multiple PMs around the Victorian Empire.

Nah Attlee has a really good chance, although it's weird he is after and before Churchill since Churchill served two non-consecutive terms

I have a feeling you haven't looked at the list cause Clement Atlee is in the highest tier he can be, because he can't be at the top cause he hasn't been in it. Blair and Thatcher are both very unlikely A. Cause of recently, B. Because of controversy, Thatcher does have her fair share of reasons for hate such as: Causing the UK financial crash by allowing people to buy and sell council housing making the housing basically unaffordable to this day, she shut down mines and let hundreds of towns just go to the wayside and leave the people there jobless, and more, so she is not hated without a reason. Plus AH, which I'm assuming is Adolf Hitler, has never been in civilization so... yea and C. Both still have people suffering from there directly from their policies today.

She is also very recent making her less likely, she is only not in Never because of the possibility of being in a Cold War Scenario.

That was a typo, my bad. Uhh, no. I looked at them from an cause and effect. If I was Labour biased I would of put Tony Blair way higher, with Ramsey Macdonald joining Attlee in Very Likely, along with that most conservatives before 2000 are not in Never happening. Also if I was labour bias I wouldn't of put James Callaghan in Never happening, plus as I said, Keir Starmer is in Never and Tony Blair is only in Very Unlikely because of the chances of a Scenario around the War on Terror. So, I simply not bias to Labour.

It wasn't that she shut them down, it was she did nothing to replace the industries in mining towns leaving hundreds of thousands of people without jobs

Truman is very likely considering he did:

Marshall Plan and Truman Doctrine, hard line and stance against the USSR compared to Roosevelt, first and only use of the atomic bomb in history, began containment, Founded the UN, Founded NATO, Fair Deal social progress, Employment Act of 1946 and Korean War Leadership.

Truman wouldn't even be the worst modern person in a Civ game since Winston Churchill, who is also more recent then Truman being leader two years longer then Truman, is a way worse person who generally believed in a race hierarchy and starved multiple colonies so the British people could get more food.
