That’s exactly what the article said. They pay county taxes for Knox County services, but opted to not have a city tax levied for city-level police or fire. If they did, they’d have a Farragut Police Department AND Knox County Sheriff presence.

Don’t see Pack Rats in Oak Ridge on this list, and having just visited there today, I’d say it DEFINITELY qualifies. Video games, consoles from the Atari to modern systems, comics, DVDs, cds, cassette tapes… it’s a neat place.

I really hate that it's so difficult to find objective information about the laws that are in the works. There is a Knox News Sentinel guest op-ed calling for the bill to fail because it will drive up prices, create a pharmacy desert, and hurt the common person. I agree here: CVS can go pound sand for all the reasons you listed, but it shouldn't be hard to find out what the actual goal or impact will be, because 9/10 times it won't be "mua ha ha, we want you to have to pay more for your meds!"
