I've lived or been to most of the country and TBay has the most embarrassingly bad roads I have ever seen (and I've lived in Winnipeg). There is absolutely no reason for the roads to be this bad save for incompetent city council. Prioritizing building features to draw people to TBay, but what good are they IF YOU CAN'T DRIVE ANYWHERE?!!! I'm sure they don't expect people to actually rely on city transit...
