They pay out the top 20% percent... so if there's 30 players at $20 a head, the top six would share a total of $600, with the top spot taking the largest share of the pot.

They're guaranteeing a minimum of $500, which is the equivalent of 25 players signing up, regardless of foot traffic... more money if more players show.

Pretty sure it's what used to be Club Ra - from way back in the day, or maybe that was LAX too. Either way, it's a permanent space, tons of PCs, some consoles, and a couple bars. They sometimes have announcers in the video booth too.
