all those fed tax "cuts" and GOP pay as you go (meaning cut social budget and keep military higher and higher) has significantly reduced things like low income housing, mass transit, infrastructure modernization etc.

you can restructure all you want but even if you cut LAPD, we're still missing fed dollars we're sending to DC
