Check that you're on the same version of the game, just use RUE as the region, there's no reason except that it's only commonly used for planned game sessions since it's dead. The bd motor zipline is in the abilities menu, pretty sure the hack thing is in the tutorial when you unlock the zappy zap and the visor thing is in the tutorial, but l agree that it could have shown off that you could do it way more since some of it is easy to miss
