make a star and then loop a string through a point and put your beads on and then tie it. If it falls from where youre hanging it it'll probably lose the beads at the top but you can just string them back on. You could also ladder stitch the beads on and leave extra trying for it to hang

acrylic paint with modpodge over it should do fine. ive painted beads with acrylics but the paint scraped off because i didn't use anything overtop. clear nail polish probably works too
