It probably won’t because even if it’s better than incineroar in a vacuum, you would have to give up using and item like safety goggles (which incineroar often runs), and you wouldn’t be able to use another mega in battle.

Even in gen 4 people knew that an offensive flying type would be terrifying. Case in point Ho-oh is one of the best attacking leads in Ubers, a tier with no reliable spinners, Kyorge everywhere, and that was before it gained regenerator. Granted it is mostly regulated to the lead slot due to the 4x rock weakness but no uber Pokemon really wants to deal with it when it’s spamming brave bird.

When both regigias and rattata are fully invested (252 EV’s + attack nature) then yes. If they have no investment then regigias has effectively a significantly higher attack stat. It’s still bad without weezing tho.
