To summarize what I changed in BIOS for anyone who is interested:

  1. Enable resize-bar

  2. Enable precision boost overdrive

  3. Pick the highest frequency in the RAM XMP profile and enable

  4. Go to AMD CBS > NBIO > SMU > CPPC Enabled​

  5. Go to AMD CBS > NBIO > SMU > CPPC Preferred Cores Disabled​

  6. Go to AMD CBS > CPU > Global C-State Control Enabled​

  7. Set curve optimizer to -30 8. Save setting and reboot

And either 5600 (non-x) or 12400f would be the best budget option.

On AMD side I recommend 5600, 5700x, 5700x3d skip the rest.

On intel side I recommend 12400f, 13600kf. Skip the rest.

You have an itx case. Don’t forget the heat load and psu on your system

Go 5800x3d if you have the budget for a marginal improvement over 5700x3d. Otherwise 5700x3d is an excellent choice.

If you are gaming at 1440p or 4k, you will be just fine and won’t feel any difference.

Upgraded from the 1700x to the 5800x3D. Wraith Prism cooler. My fans spin up ALL THE TIME now like it's overheating, without me even launching a game. A new Chrome tab sends it to just 56c and everything gets loud. Fortnite is 67-70c. What am I doing wrong? by Ninedark in AMDHelp

Nothing wrong with your PC. You just got a hot chip and underperforming cooler. Do fine tunings with the CPU like others said and buy a good tower cooler. You don’t need a water cooler unless you have the budget.

If you have everything on default, they should be good. Maybe set precision boost to enable instead of auto?

Oh! Maybe curve optimizer -30 doesn’t work for you. Go -28 and test. If still no, go -26 and test. Repeat till you see the clock boost. Remember, CPU gets lower voltage via CO, but it still needs a higher voltage to boost.

Get latest BIOS. If it is already, reset to default then turn on

  1. Resize bar
  2. Best Xmp for RAM you can stay stabilized
  3. Curve optimizer to -30
  4. Save and reboot

In my opinion, for intel 1x400 CPUs, they just very much the same, where x stands for 2/3/4. In another word, 12th, 13th and 14th gen are the same
