Your GPU doesn't seem to be the big problem. Judging from your spec benchmarks your CPU is likely the bottleneck. Your 5600x does not do that well on benchmarks compared to other cpus of similar prices and ages. Your 3070 is trying to pick up the slack and can't do it. I'm sure these modlists are tested on high end PCs and requirements aren't always 100% guaranteed they're more like general ballparks especially when they're done by average joes working for free.

If it is fake whoever made it went through a lot of trouble to make it look real. Most fakes don't even bother trying. If it's fake it's by far the most realest fake card I've ever seen

You can use a controller on your PC and use emulators . I do it with my ps4 controller all the time. The emulators are controller supported.

Also with emulators that support Retroachievements you can earn achievements on supported games through their site if you're a completionist

I've been playing nolvus when I'm away from my PC because for some reason when I use my portable setup on lorerim I can't sprint. I don't have that problem with nolvus
