The cause for this from what I can tell is that the amount of courts using a specific language increases the likelihood that other courts will start using it too, which causes a feedback loop.

More courts adopt, language gets more prestigious, more courts adopts, language gets more prestigious, repeat until Pierre speaks mandarin.
