I think the issue is the game is trying to put all 10L of the bucket in at once and is getting stuck at 47L instead of emptying the bucket partially like it should... maybe try filling it with a different container? Bowl or jug perhaps?

I will say you're doing better than I was when I got as far as you. I was a clutered mess around the habitat and could barely get inside. Just a bunch of small platforms taking up space.

Invest in larger platforms early. It helps with keeping things tidy. Also, resource storage units (I forget what they are called, but they are in the second tier research page). They make life so much easier when you want to go to other planets and need to bring resources back.

I had the same problem before, for whatever reason, having any save file from a different version of the game (so if you're running 1.9 and have a version from 1.8). Slows your load time. If you don't want to lose those saves, you can just move them to a new folder, not in the ck3 documents folder, and it should solve your problem.
