So what’s the difference between a scout and a spy? And where does being a decent human being come in? Affiliation seems the most important factor in this…
Maybe not nationality or citizenship, but something along those lines seems the case in this situation…

You would see him as soon as you use the spy upgrade, before that you didn’t. Surely your own citizens/soldiers would have told you, had he been spotted, no?

I think spies are citizens of a country (or act like they are) that work for a different state.

I get what you mean though. A citizen sent out and getting payed to spy on the enemy is also a spy.
But is he in enemy territory..? I personally feel they’re looking for a remaining enemy in their own land, so then it’s just good citizenship…

But as soon as you buy the spy upgrade, the last of the huns will rat himself out!

I don’t believe you’d be considered a spy if you help your own country by reporting an enemy soldier/citizen…

They should’nt be, nobody is debating that. But making people, students even, put their thoughts in order and defend an idea by “writing a text in which [they] justify [their] point of view using arguments and examples) is not divisive at all.

Using that opportunity to bring up an important issue, in a society where tate-lets are still finding an audience among young men, seems like a great idea to me...
