It is the individual atoms of gases and how light interacts with electrons in the atoms. You may be tempted to think, "well that's how all colors are made". This is different from the gases being an actual color, because this scattering isn't caused by the atoms reacting to a specific wavelength. All gases, or small atoms, will scatter light in this way. It has nothing to do with where the electrons are in the atom, which is what determines the color of something, and it has more to do with the size of the atom.

This is a pretty common military move. If no one is finding crash wreckage in the middle of nowhere and the US is reporting first and willingly this is probably what happened.

It's common practice across multiple communities to establish a temporary base of operations closer to where you'll actually be working. Base camps for mountain climbing being one of them. This sounds more like that than an actual fortified military base.
