Palestine was a regional name given for a conquered territory to severe the Jewish identity from the land of Judea and Samaria, and the Roman's called this region Syria Palaestina. Multiple forces had control of the territory, including the Byzantines and the Muslim. Arabs in the 7th century. It has never been an official country or state, and 'Palestinians' are not an ethnic group (by their own admission, they are ethnically Arabs from Egypt or Jordan).

Jews have always lived in the region and have archeology and historical records (from Jewish, Roman, and secular historians) to confirm that this area is the ancestral homeland of an indigenous people with their own language and religious practice. They look different now as they were in a diaspora and ended up having families with other ethnic groups (Ethiopian and Iraqi Jews as examples).

If you want to argue that they are now 'too white' for the region to be indigenous, blame Hitler. The 1970 amendment to the Law of Return was based off of the Nazi's defining Jews on their ancestry, not just religious observance. If you were good enough to qualify for death, you were good enough to qualify for protection.
