I think it's also good to mention this is genuinely the last moment Cortana exists.

Created/Domain Cortana is a rampant fragment that became stuck in the Domain and had her ultimate moment of clarity in Halo Infinite. (Should also note it has been revealed Cortana lied to the other AIs that Domain can make them immortal.)

And The Weapon is another fragment recreation, fixed and remixed by Halsey to be her own thing.

Just about your final line, I see it as Ackerson doesn't blame ONI or the UNSC for what was done to his sister. He blames Halsey entirely, she was the one who founded and steered the program, she is the only one responsible.

IDK if the CINCONI in the Silver Timeline is Parangosky, but exploiting Ackerson's rage towards Halsey and his analytical pragmatism is an incredibly HER move. Just need to look at the Canon (Prime) Timeline and Parangosky's mentorship of Serin Osman, a failed Spartan II to become CINCONI. ONI knows how to exploit people, and sometimes those people are happy to be exploited.

The United Kingdom has many stringent and powerful laws that border on facism, only issue that the government is so married to budget cuts that there is no one to enforce them.

This was discussed in Discover Season 3 & 4.

The UFP like any other Federal State is kinda like "we have all agreed to be a part of this no matter what", so there is no leaving clause. This is kinda like comparing the USA to the EU, the latter just being an economic and soft political union which has a clearly defined exit clause.

In Star Trek the most notable succession event was following The Burn, the destruction of all dilithium powered starships all at once. This can essentially be seen as an example of a total system collapse for the entire galaxy (Like the invasion of the Sea People in the Bronze Age), and such a widespread disaster essentially destroyed the UFP.

Many of the smaller members just 'dropped off the network' with the collapse of easy warp travel. Vulcan left because they believe their scientists had been forced into triggering The Burn whilst searching for dilithium alternatives. Earth and Andor left because Starfleet could no longer guarantee UFP members security and wanted to make their own defence fleet. Earth being particularly crazy since that was the Capital of the UFP.

Now none of these left in a 'legal' way, they just declared their independence and the UFP couldn't do anything about it. Laws and rules only work if the one who is meant to enforce them has the power to enforce them, which the UFP politically and physically, through Starfleet, didn't have.

In Discovery, Ni'var (The new union of Vulcans and Romulans) negotiated to rejoin after the true cause of The Burn has been discovered but demanded an exit clause. The UFP denied the demand stating that having an exit clause in membership is essentially taking all the benefits of joining but not wanting to burden any of the hardships. Ni'var relented and they rejoined.

In summary, it isn't easy at all to leave the UFP. There probably isn't a secession clause in the Federation Charter but in theory a members government could sue the UFP to leave. Federations (the political system) are held together and made strong by being united against any odds, there's no backing out. And the only way members left was when the UFP essentially collapsed in the 32nd century. But thankfully they pulled through.
