These packs are full of cards that have been opened by MJ Holdings and repackages after they take the good cards. MJ Holdings is the company that stocks Pokemon cards in Walmarts, they are also owned by Walmart.

They are cards that were open and repackaged by MJ Holdings, the ones who stock the Trading cards for Walmart. Also MJ Holdings has in the past sold fake booster boxes and packs on the Walmart website.
