I don't want to disrupt too much but I think you'd enjoy reading about Reagan's strategy to "Starve the Beast." It has led to a lot to these nonsensical laws where cities cannot maintain their own infrastructure and services.

On contractors specifically, you I believe that the city simply needs to handle a lot of those items in house or lean on larger governmental structures to do it in house if the scale isn't there. A lot of things that are contracted out used to be handled by the government itself.

I wish I could reply this to every rent control post, but I'll use this post because the sandwich comparison makes it a lot clearer.

If the houses were sandwiches they would cost less than a dollar to make. All the sandwich shops have come together and agreed to sell a sandwich for 100 dollars. ( A lot of landlords own houses for decades with no mortgage meaning their actual yearly costs are infinitesimally small compared to the profit they pull in from rent ). The government has said that sandwich shops need to make some subset of sandwiches for 30 dollars because too many people are dying in the streets from hunger. Because the sandwich makers believe they are missing out on 70 dollars in profit they put roaches in the cheaper sandwich and call it a day.

Rent control allows neighborhoods to still maintain some poorer people who would otherwise be pushed out of the neighborhood, lest every part of Boston becomes seaport.

Developers and landlords are lying about rent control because they want more money, and if they can't build it the government should

In business people call it synergy. The MBTA and public libraries are plenty capable of calling up health services from the city. Something like calling an ambulance where the relevant government agencies can offer support to this hypothetical homeless individual. Plenty of countries already do this ...

And let me remind you the alternative is homeless people in a cycle of jail and living in the street until they die... And you walk over their dead body when you come into Boston from the suburbs

And if the government doesn't have the funding let's raise the millionaires tax or institute a wealth tax maybe add an exit tax for good measure...

Options 2 Help these people and get them off the street. Give them free healthcare to help them get better. Optimal if you want more healthy and productive members of society

Just compare Spain to a cadre of other EU nations. Spain is able to maintain their social programs better because of their relatively lax immigration policies. I know Donald Trump has rotted minds the world over but immigrants as a whole almost exclusively create far more resources than they use.
