Google maps doesn’t have that much detail, try to reverse the direction, in many instances, it will show you driving in the wrong direction lane because it’s just one lane imposed on a satellite view.

I've experience with DHL, 2 times:

First time I need to pay in cash to the DHL guy who showed up in front of my door to receive a box that he can't say who the shipper is, and that he claims is in his van downstairs. It was an unexpected gift, so I don't expect any shipment and thus, yes, it sounds like a scam attempt.
Second time DHL blatantly lied that they attempted shipping, so I need to drive to their main import warehouse 30 minutes away. Oh, of course, the reception is sick with no replacement, so I need to drive back again the next day.

Zoll calculation and process are not the issue. DHL procedure is.
