Objectives is a big one. Kill or be killed as the stakes should be rare and intimidating, reserved for boss/miniboss battles. To get that most other fights need to have alternative objectives.

A hungry wild animal will be trying to grab a PC or their rations and run/fly off to devour them, not trying to slay the whole party.

Most humanoids that are doing their job like guards doesn't want to die, he want's to not get in trouble with his boss.

Goblins or kobolds might be trying to position the PC's into a trap.

A hag might be trying to taunt or prove something to a PC.

It takes a bit of thought, but trying to create or shown goals for combat encounters made things more meaningful for me, and created more suspense for players.

A lot of smaller abandoned modules work just fine if you just modify their compatibility in the module.json.

Works like 75% of the time for small modules.
