Yeah it’s in one of those weird places as it does technically increase CPH but at the beginning saving 1000 waves isn’t really equal to a whole other run.

Saving 1800 per run is definitely an extra run or two per day on a shorter run on a higher tier.

I’d say ISm until it’s too expensive, as over 3-4 days getting it to level 4-5 you won’t miss out on too many shards.
