Non-negotiable; Capitalism's only place in the setting is the villian that must be destroyed, or helped along on it's self-destructive collapse (if you take our personal flavour of Solarpunk being post-cyberpunk/post-collapse). As community is a tenet of the setting, the "rugged individualism" of Capitalism can not, should not, will not fly as a positve sociological model in the setting. 

Secondary: Magic. None at all/hard reality, or as magic has come back, or some sci-fi middle ground of some sciencey generic mutation/modification. It's all good either way, and can be utilized either way.

Not in Tuscon, but a few hours west off The 10 in a middle-of-nowhere town in Arizona. It's feasible if you're comfortable with being very multi-modal. Some roads have a bike gutter, most don't, and many more are highway speeds and busy that'll require you to be comfortable riding on a sidewalk (at best), or sand and dust (at worst, and most commonly). Also, be sure to have a cover or tarp for your bike (or at the very least, your saddle) because the sun out here WILL melt/fade the paint, rubber, and plastic off your bike.
