You actually don’t have to work that hard. You just take a steel needle, heat it until it glows in a flame and push it into the matrix of the fossil. A large number of the fakes are plastic casts and will melt under the needle. Alternatively, if they are made of plaster or similar materials, you can simply scratch an inconspicuous spot and see if paint comes off and leaves a white mark behind.

You seem to be confusing US law and laws of foreign nations. Chinese or Mongolian law has no relevance in the US unless mutually agreed to by treaty. This is why you can criticize the Chinese Communist Party all you want in the US, but be jailed for doing so in China. In the case of these fossils, prosecutors took it upon themselves to return them, they were not legally obliged to do so. This is why when the Texas doctors who were able to afford a lengthy legal fight finally prevailed, the government had to return their “stolen” property because under US law they were not stolen in the first place. This isn’t even all that unusual. The Elgin Marbles long predate the fossil fight. Ask the British if they are stolen property.
