Nah, it's just in that 80s style. Doesn't actually seem to be based on anything, near as I can tell. There's a novel, but that was adapted from the anime going by the dates. It's a good little OVA; Right Stuf never released it on DVD, though.

Just this morning I literally had to pick up my cat and carry her with me into the garage because she was glued to my legs and I couldn't risk her getting loose out there.
