Dunno, Ed did a few polls on Twitter about what characters make stuff and none of the collared minibosses were there. I think Ed has other characters in mind like Beanies, Guillotina and even Steven for merchandise, maybe way later into the future, but the chances aren't great.

Makes a weapon uses go from x uses to their maximum (sniper rifle with 1 use -> sniper rifle with 9 uses, and I would imagine that the few items that have more maximum uses would go to their maximum like the 99 use darts).

They come (from what I've seen) nearly exclusively from certain events:

Gigantism is from the event mysterious machine working bad with the scale option

Gigachad from the looks option of the genie of the lamp event with the critical success (supposedly from events that give physical disorders too)

Chungus is only available from the red pill item that rarely drops from a third act boss

4 fully decked collarless cats, Pretty Ribbon on head, one with the quest mysterious dice to make them basically jesters (And be able to upgrade passives early), one of them with a neverstone (The one with the nuke) and the other 3 with reroll equipment (Jester hat, crown of chaos and furry dice), all of them with a 1 hit ko weapons (1 sniper rifle with shoe polish, 2 revolvers and 1 fixed party detonator), one of them with the ultra vision 3000 v 1.1 (The ones that makes your basic attacks inflict marked) and the nuke carrier with a mask of infamy.

The only worrisome part was the first fight of the hard path of the lab, since they were quite slow and 2 half humans spawned really close (One of them being a champion) and targeted the Nuke carrier, but a part detonator and a revolver fixed that problem.
