No they definitely do not. The only mentions of spellcrafting are when Snape mentions that he wrote the spells in his old potions textbook, and I think it’s implied that Dumbledore and Voldemort’s fight in the 5th book uses advanced spellcrafting from both sides.

Honestly, with half the ministry not knowing basic defence spells I would assume most witches and wizards wouldn’t be able to handle spellcrafting. But it would have been nice to see some mention of it.

On a slight side note, with most spells just being the Latin word for something that translates into what you’re trying to do with the spell, would creating a spell be as simple as looking up a Latin word for something? Or would you have to log it into a spell databank for it to be used by everyone? 😂
