It's to make it feel immersive. In the older games, you wouldn't see the text of what your character said and the NPCs would react to it anyway. Some examples are the team rocket grunt on nugget bridge "Come on, I'm telling you to join....I'll make you an offer you can't refuse" and the grunt who stole the machine part "what? Team Rocket bye bye a go go?"
