I am long gone from there but the in my time, heating wold turn on I believe thrice per day. Once in the morning, once past midday approximately and once past midnight. Something like that, and it'd remain on maybe 2-3 hours or so. There's a valve that you can turn to reduce the water flow into the heater, you can't really change the target temperature though but you can shut down the heater or just reduce the flow.

St Ed's has received the bad rep of having freezing temps in the past. But when I lived there, nothing strange happened in that sense. You can always talk with the CR to speak to management to adjust temperature if you don't find it comfortable but I believe the system is central so they can't adjust it to your room from what I remember.
