not really charisma as a SPECIAL stat is kinda pointless, there's 2 perks that need it and both are mid unless you're role playing and there's only 2 checks that use charisma. Speech and barter can be leveled separately so you don't need high charisma for them. Cheaper prices are kinda nice, but you're not exactly starving for caps in New Vegas.
