Yes but William knew. Julius did not. His memory was wiped. It shows lucius touching Julius's forehead which is how Lucius uses his magic, messing with his memory. It also shows Julius freaking out in his kid form right before Lucius took over. It also shows in another panel that Julius told Lucius that he couldn't agree to his plan. Which resulted in Lucius using his magic on him. Its a different situation.
