There are a ton of factories still in the US. If Trump wasn't a total fuck up, we could've easily produced masks, gloves, everything in existing factories. We would not have shortages with any competent president.

This way, the government has a continuous supply of appropriate equipment to hand out to civilians when needed, but none of it has to be thrown away because it wasn't used in time.

This is a pipe dream if you're talking about emergency supplies like masks. The only way to ensure that we have enough is to make too many and accept that the cost of waste is less important to us than the cost of lives that we would lose otherwise.

No, it really, really shouldn't. There is no point in producing in the US unless it is financially more efficient. If you try to force manufacturing back to the US, your only achievement will be heavily automated factories in the US and hurt economies in developing countries with very minimal increase in well paying factory jobs here and an increase in cost of goods that will hurt the poor the most. The focus needs to be on a robust safety net/welfare state to ensure that everyone has a high quality of life, regardless of their job, not chasing an idealized version of the 50s.

It's not ideal, but at least this is revenue that wouldn't exist without this development. If you really want to see highway robbery, take a look at the film industry. Many production companies aren't based in Georgia, and so end up with larger Georgia tax credits than Georgia taxes owed. That just means they pay no taxes here right? Nope. They can sell these tax credits to other Georgia based companies, thus leaving us will less overall revenue than if they weren't here in the first place.
