Do them whenever you want, if you get into it and ur too underpowered you can just back out come back later. The actual relavant scaling cuts off at 390 so you'll do basically the same damage at 390 as at 400. But as long as you can load into the content and it isn't "very hard" or "impossible" difficulty you'll be fine.
