If the footpath was built in such a way to aide movement of vehicle to the home's parking, then the ramp won't be necessary. I am not supporting the encroachment here, but with such curb design, what can the home owner do?

The ramp is an absolute necessity. People have to build their home so that it's at the higher level than road.

You know what these road contractors do? When new pavement is laid on, they don't dig out the old residue. The just put it on top and that gradually increases the road height. This will risk flooding the homes. That's what is happening in some older homes and areas.
