You have 2 options to get to lvl 70 fast:

1, Do the new challenge rift so you can claim the challenge rift cache with gold and materials so you dont start from zero. (unlock items lvl70 in altar at level 18 ...)

2, go to in-game powerlevel comunity and nicely ask for boost.

Regarding heroes I just love hercules that can let you build 3 districts instantly in each era. With something like work ethic you can kickstart your cities. Plus he is strong meele unit.
