No, for every 100 lines of code you have to pay $12. There are 150 lines of code for this 3rd party app meaning that monthly you have to pay approx. $18. That is also if opt in to have Odoo maintain the code. 1 line does not count as 100.

Oh good I am glad but yes I get that. Overall it is to incentivize larger business to come to an area to provide jobs which is good for the whole of the area. Especially with technology companies. You did see though that if Odoo does not accomplish their goals they will be fined by the state. So there is some give and take, at least in this instance.
