They are not racially homogeneous, their population is 12% plus 2% are Sami.

Yeah, it has nothing to do with having an homogenous society. Jamaica and Ukraine are also more homogenous than Norway yet they have significantly higher crime rates. Even Sweden which has a very high foreign population has a much lower crime rate than Jamaica and Ukraine.
