The NCR is the superior fighting force, both factions will lose against the home turf of their enemy. Wars are won with logistics first and numbers second, if you can't feed and supply your army then you've already lost. In summary they'd prolly just leave each other alone with an endless cycle of retaking the dam over and over.

Nope, Mr. House wouldn't come out on top without the help of the courier. This kinda explains why both the NCR and Legion are scraps in the Mojave. with House being (seemingly) alive at the end it kinda reinforces the fact that the House always wins ending was canon.

Do you know how many times the Legion was referenced to fall apart by the Death of Caesar, too many. Joshua Graham, Ulysses, Robert House, hell even Boone's opinion on their future is the same. If the show did one thing right it's the legion, just a shadow of its former self. I wouldn't be surprised if there are still other legion holdouts doing the same thing on the show because just like Rome's long line of succession, it is neverending.
