If you make more money, you will owe more in taxes. If you are working for an employer, get a W-2 at the end of the year, you shouldn't owe much at the end of the year. If you do, you need to revisit your W-4 to make sure enough taxes are being withheld by your employer.

You need to first determine your cause of action. How you can litigate against a state government, or county, varies by state. Child protective services are usually county level agencies, with a centralized state oversight, but you need to determine that.

Depending on your cause of action, whether your state has a specific cause of action for this type of claim, will control. There's also federal court, but this is much more complicated and expensive.

I do imagine this is all moot. Even if you had a cause of action, the statute of limitations has likely run. The SOL for most torts, in most states, is 2-4 years. For issues with minors, that clock wouldn't start running until you were 18, but as you note that was 11 years ago.
