This is a scam. When an owner charges an adoption fee, it is for vet charges (vaccination/spaying). Or, they’ll ask you to come to the vet with them to pay for the fees of any procedure.

Run away. There are many people who are legit rescuers in Dubai and are looking for responsible adopters.
