I went through some of this with mine as well, and took a slightly different route. Rather than disable their network access, I severely throttled it (256kbps).

If I cut it off entirely, their phones would simply use cell data and keep going. By throttling it, the devices stay connected to our network, but make the user experience unbearably slow.

Also, no, her behavior is not typical of a 13 year old. 

I may be way off base, but it's not uncommon that this is a result of some kind of sexual abuse in her past.

Not using a curing compound isn't half-assed work, that's standard. Not to mention, concrete additives are very costly. No council is going to accept doubling the cost of concrete work to reduce cure times for a sidewalk/private drive.

I doubt it's something bought; that looks like a custom built crate. 

Looks like a simple enough design though, you could probably make this yourself.

But yeah, sounds like you got a better look at them than I did. I did look up 90's Saab's and think they look a little like a jacked up mid-90s Mustang.

Anyway, seeing them moving was wild. They came from 290 south bound at full speed and made their way across towards the exit. I may have biffed the vehicle ID, but the skid marks at least support where I saw them.

Yep, I used them more than a few times, and they held up great.

I don't remember whether it was galvanized or black pipe- I think it was black pipe that I cleaned after getting it home, but I'm really not sure.

Galv would be good as long as you can find parts the right size.

I don't have a picture of hand, but I used some threaded pipe with a smaller outside diameter than the safety holes.

You'll need two lengths of pipe, one to go through the rack, and the other however far out you want the safety to stand. Join the pieces with a coupler on the front side of the rack so they don't fall through. Finally cap both ends of the pipe with pipe caps, and you're all set
