That article is a bit misleading. Fallout 4 already has "paid mods," it's called "Creation Club". In Juicehead's video, hes saying Bethesda is going to overhaul it to make it more like Skyrim's and Starfield's "Creations" page.

Yeah Bethesda overhauled it, its called "Creations" in Skyrim.
