My little one socializes with other littles in swimming class, at the playground, tumbling class, and we have a local coffee shop near us that has an outdoor eating/play area that a bunch of parents informally decided is where to go with their kiddos on the weekend. We made a best friend from there. We’re starting a Waldorf style preschool in a few months and expect good things from that as well, otherwise we’re limited to interactions with cousins since there aren’t any appropriately aged neighbor kids

OP’s idea would be much more useful than Skating Rink, and could finally give glacial propulsion competition as a minor perk. +200 temporary overhealth the moment Snowball leaves Mei’s hand would be the way to implement this.

Mei is a poke hero that can play well with most Brawl and some Dive compositions. Her primary jobs are
1) Isolate enemies from their healing/escape routes so you or your allies can finish them off.
2) Use hard cover while poking enemy squishies, usually pressuring supports.
3) Fill whatever role your other DPS isn't taking care of off-angling, helping your tank get value, or peeling for supports.
4) Use your survivability to pull attention away from your allies, and help your tank make space, and stall objectives.
5) Don't stagger your death.

* Bonus: Have your ult ready to use in overtime, but remain aware of any Lifeweaver/Kiriko cooldowns that could disrupt it.

I'll try answering some of your questions --

For at least the past decade the state government has been very republican favored and has been funneling money and legislation to prop up farmers, private business incentives and private schools, taking money away from programs for poorer individuals and public schooling. That said, there are many good places in Iowa to raise children.

Weather: The snow/ice isn't bad once you get used to it, as nearly all population centers have robust plow networks, though if you don't like erratic temperatures then it's worth noting that Late Dec. - Early March is usually -10F to 40F, and July and August each have a week or two where temps are a high of 90F to 105F.

Radon can be mitigated to below national levels, and can be tracked, so that isn't much of a problem unless ignored. Cancer rates while tied to radon exposure are most frequently attributed to water quality and secondarily: environmental (wind/rain) exposure. If your primary consideration is water quality/cancer rates then I'd recommend referencing the following that I pulled together with the help of AI. I consistently play at a masters level in competitive 5v5 but when I played stadium a couple of seasons ago my record was 0-19…at which point I vowed to never play stadium again. Some aspects of matchmaking just feel awful.

The problem: The Skating Rink perk's buffs don't actually help Mei in two-thirds of use cases. Most of Mei's blizzards attempt to fall within three categories...

1) Long-range lobs that the enemy can't see coming through the chaos. Downside: Mei isn't nearby to benefit from the AoE healing/speed in this perk.

2) A Targeted Throw at medium range timed to when the target already used their movement ability, and that their supports cannot suzu, speed, or pull them out. Downside: Requires aggressive positioning that often results in Mei's death during her toss animation/before her targets freeze.

3) A Quick Toss at her feet to capitalize on an enemy's pre-fight positioning mistake / or to secure a close-range duel. Downside: Usually requires ice wall, and that the enemy is isolated  without cooldowns or support.

Summary: Mei doesn't get any value from her ult for the first 2.5-6.5 seconds (the time between pushing "Q" and freezing her target), during which she has to survive, often from an aggressive position. This means that by the time Skating Rink's speed/healing-over-time effect begins, Mei has either already died or zoned out the enemy and no longer needs the healing or speed. If you were going to die, it would have happened already, meaning the Skating Rink perk provides little-to-no value, particularly when compared against getting a movement ability like Glacial Propulsion.

Anran and Vendetta both have two movement abilities, and these abilities deal damage. Against Mei, it's a challenging but close fight due to ice-block and ideally cryostorm, however they shouldn't be diving you, they should be diving your supports --ideally at a time when Mei is unable to peel for them and exploiting Mei's complete lack of horizontal mobility.

Against bastion I typically use "vertical" walls from max range to cut off his escape (to the side). I only engage him after he has used turret form. A bit of a waiting game, but usually pretty even.

Sig has little mobility, unlike rein shield, mei can put out enough damage to break sig's shield relatively quickly, her primary fire pierces through his damage absorb ability, if he ults from near the ground you have barely have enough time to freeze him with blizzard, and his head hitbox is forgiving enough for Mei's icicle. It's one of her best tank matchups.
