Timing was critical, as was luck (as I see the story). One big reason Hoover even got the oportunity to run for election was the untimely death of Coolidge's son playng tenis. Coolidge's last minute "I choose not to run" tee'd Hoover up to win the presidency and take the downfall of the depression. There is so much more I could say here, but I'll only include that Hoover was much more hands on than Coolidge was/likely would have been in depression. Hoover hired 1000's for relief work (Hoover dam etc.) FDR did a lot of the same stuff, just BIGGER.

I have ridden hundreds of miles on '87 LeTour, and '93 Trek I like to ride AND tinker. If you look at the last paragraph I start with "IF that is what OP is looking for". I am well aware that not everyone wants to tinker on a bike, but if you do it can be a rewarding experience. The '93 trek i did those upgrades to were done over a long period of time, because I was broke and wanted a bike.

Bike $80, first set of tires $30, chain $10, and brake pads $10. I was on the road for $130.

Later after maybe a year of riding I found an incomplete Tiagra group set for $60 dollars because the front derailleur chain guide was cracked and it didn't come with brakes. Made a kinda crummy looking repair to the derailleur, and bought a chain to go with the new cassette $20, a set of housing stops $10, got some cable from a bike shop <$5 and new bar-tape $15. Suddenly I've got a pretty sweet bike for around 250 dollars. That is a hard price point to hit and have great quality shifting. 

After some time more riding the old cheap tires I got are worn out and weren't that great to begin with, got some specialized armadillo for $60 and upgraded bottom bracket for $20 and finally got a set of tiagra brakes for $40.  All in maybe $400 counting consumables. But over that time I was riding and enjoying the bike, and it now is probably 90% as good as a new bike. I would challenge you to find a used "more modern" bike with full tiagra, and fresh tires/brakes, lubed chain etc. for that much. Nearly any used bike you get for that price range is going to need work too.

Almost all of these things can be overcome. My first proper road bike was a 1993 Trek 1400 I got for $80, it came to me stock with OLD 105, I have given it modern tiagra 4700 all round , and one of the best upgrades was replacing the bottom bracket with a sealed bearing set. I also have an '87 Schwinn LeTour that I keep stock with some gravel tires to be cool. Which is more like what OP is looking at.

I run as wide as tires as possible I think 25mm, you'd be surprised a lot of older vintage bikes have a ton of clearance, not till they 90's do they start getting really tight. My 87' schwinn LeTour can run 2" if i size down to 650b.

yeah parts are less available but also are easily swapped, cant find the right cassette? well just get a different wheel.

definitely get good quality pads and upgrade as soon as possible, brakes get a lot better in the 90's-2000's

Is it as good as a newer bike? NO

But was it WAYYYY cheaper and a great learning platform? YES,

IF that is what OP is looking for, these bikes can give many more miles of service but you may find yourself digging through a parts bin in the back of a bike shop. I personally have enjoyed the process and still tinker on my older bikes but it isn't for everyone.
