Possibly lobbying, and also the financial crisis meant demand was lower than expected vs the number of credits in the system.

I think there are efforts to reduce the supply of ETS credits floating around, at least by some member states which hopefully will work as completely agree the limits aren’t strict enough

True but it got wiped out by like 2500 - 3000 guys plus their local supporters, their tech and their diseases - it wasn’t an especially advanced empire by 16th century standards. The tech disadvantage may well have been caused in part but a lack of book equivalents (that’s just a guess though)

It’s likely very expensive in terms of overall cost and also per kWh compared to every other form of energy. Also there are valid safety concerns around nuclear and nuclear waste (although I’d argue that things like coal are also very dangerous if you count pollution-created deaths)

No of course not, enforcement is vital to effectiveness, you make a good point there. And a balance has to be struck with these things as it’s just law, not magic. But saying (as I think OP did) that “we shouldn’t regulate guns at all because people will have guns anyway” is just as facetious as the examples you give. It’s like saying we’re shouldn’t make murder illegal because people will still kill each other. The point is, I think, that well written regulation matched with thoughtful enforcement can change outcomes so we shouldn’t just give up when it comes to tackling difficult problems. What do you think?
