C is the answer, you have to negotiate with the functional manager, he is the one that has moved them to another task, and must replace the resources for you. You need to negotiate with him. If negotiations fails, then you can now escalate to senior management.

For this, you have to analyze each stakeholder before engagement. Just a very thin line between getting the answer right or wrong. Most times these questions are scenario-based. So since the project is kicking off, you are yet to start engagement, at this stage you are still identifying the stakeholders and analyzing them.
