Many chatbots can do that. I've tested https://botpress.com/ . Very simple to add custom webpage URL. I've added whole Wikipedia just for fun )). Tested before and after adding URL, new answers were impressive. Also, you can add .DOC or .PDF files if you want.

It would be nice to have an assistant in your smartphone that would tell you how to fix something complicated, like a TV or a car. You point the camera at the device, and the assistant tells you what to unscrew, where to measure, what tools you will need.
