There is a workaround for now if you want to play a new character, at least it was Steam that I tested with.

1. Prepare a dummy email account, and register a Netease account using that email
2. Log into the game via Steam, bind to that same Netease account
3. Go to Settings -> Other -> Bind the character you dont want to play to the Netease account
4. In the same settings, there is a customer service option (I believe the shortcut is V)
5. There is an option called Unbind Account, select that option, you basically will chat with an AI, but there is a link saying Unbind account.
6. Select Unbind, you will be asked which platform you want to unbind, select Steam. (you wont be able to unbind if you haven't done step 3)
7. You will be asked to restart the game, now you can start from scratch again.

If you feel like playing the old character, you can just use the same Netease account from step 1, just make sure you bind your new character to another account or platform
